Boards and Licensure in NY

Theres been a few forums on this subect already, but I would liek to hear some examples of what FMGs have done concerning taking USMLE III and getting licensed in NY. Did you take the test as an intern in another state and which state) or wait till PGY 3 when the state board says you can take the test in NY. I would just like to reiterate state how annoying the NY state board is concerning this topic!
