B is correct....The lac operon region is often bound by the lac repressor and the CAP-cAMP complex. In the absence of lactose, the lac repressor binds to the operator region, preventing RNA polymerase from binding to the promoter and initiating transcription. The CAP-cAMP complex, on the other hand, binds to a region upstream of the promoter and enhances transcription when glucose levels are low.
