I don't really understand why answer choice D is not meso..in the explanation it says but it has no chiral centers. Why? Please help!

D, the carbons have 2 methyl groups each and thus are not chiral.

what about this one? what if one of the answer choices had an ortho (to activating group) product as well, would this one still dominate because it is meta to the deactivating group and para to activating group?

Well, it'd still be meta to the deactivating group. Most likely, you will probably not run into a problem with 2 answer choices like that.

If it was my pick, I'd pick para because it's the furthest from the 2 groups.
