are you allowed to apply for something like uro (on the early match) as well as surgery or IM in the regular match...are there benefits or negatives to either? thanks.

Yes, you can apply in both matches. The advantage would be having a backup in case you don't match in the early match as you can still match with the NRMP match. The disadvantage is only the double application fees.

if you get a position in nmrp are you locked in and unable to see what the regular match would have gotten you? why dont more people do both as a backup to see what they can get in the early match? Do people scramble into fields such as optho or uro in nmrp or is that unheard of. thanks.

If you secure a position with an early match, you have to withdraw from the NRMP match. (exceptions being optho which requires an internship to be obtained via NRMP)

Each of the early matches have their own scramble I believe.

People might not be interested in any of the early match specialties. They are rather competitive and to be competitive for the match students usually do research and audition (away) rotations. If you are applying just to see (without the preparation work), the chances are going to be pretty low that you'll match. Might as well throw your application money down a hole.
