I think that is the danger of applying at the end of a rolling admissions cycle. If it was not rolling and they waited until they had all the applications to start reviewing, then holding some to different standards would be very wrong.

However, in this case, the class has been filling since October and the website explicitly states to get the application in early as there are many more qualified applicants than spaces in the class.

If there are 90 slots and you are applicant #25 in October, you naturally stand a better chance of getting in than if there are only 10 spots left in February and another 100 applications to review.

Rolling admissions by definition become more competitive the closer you are to the final deadline.
