c-sections and placenta

In the high yield cases in the beginning of the repro chapter of FA it says that a woman with a scar from C-section is likely to have placenta previa but then the text states C section as a risk factor or placenta accreta? Is it a risk for both? What is the "right" choice to go with on this one?

i think it can be both...not sure if there is a "more correct" one though.
