Can a hygienist cement a permenant crown with temp cement in absence of a dentist?

Can a hygienist place/remove matrix bands for amalgam/composite restorations?

It depends on where you live...you'll have to look up your state laws.

Exactly.

Then there's also the matter about what a hygienist, and in some states, an assistant can LEGALLY do, vs. what many actually do in the office
Absolutely! When I started hygiene school there were students who were entering with experience in scaling and restorative (as assistants) which is illegal!!!!! The sad part is that they didn't know they weren't supposed to be doing those procedures, they were just following the dentist's orders.

Here in Washington we can not only place and remove the matrix band, we can place and shape the composite or amalgam. I have never heard of hygienists cementing crowns even with temporary cement.
