Can a program still offer prematch?

Hey guys. I have a couple more interviews coming up and was wondering if programs can still offer prematches to DOs or IMGs or if the number of positions they're submitting into the match is now set.

I think after that number is set its final but im not 100% sure.

Programs can offer prematches until January 31. At that point they have to set their quota w/ NRMP.
