can i apply for cardiology fellowship without IM residency???

hey guys , im IMG . well as i heard from other doctors in my country, that it is possible if i finished the USMLE parts + having a postgraduate degree in cardilogy in my country , to apply for cardiology fellowship (without IM residency) .. i am starting to doubt this track after reading in that forum about how competitive it is cardiology fellowships ( i mean for those who already have IM residency! ) .....
if any one really got information about that subject, it will really matter cause i am starting to think im wasting my time now by studying USMLE if im not gonna get fellowship anyway ! ,

When averaged over any five-year period, a minimum of 75% of fellows in each
subspecialty training program must be graduates of an ACGME accredited
internal medicine training program. Non-ACGME internal medicine trained
fellows must have at least three years of internal medicine training prior to
starting fellowship. Prior to appointment, the program director must inform non-
ACGME trained applicants in writing of the ABIM policies and procedures that
may affect the fellow​
=s eligibility for ABIM certification. (N.B.: Fellows in the
subspecialty of geriatric medicine may be graduates of an ACGME-accredited

family medicine training program.)

thanks for the reply ,, so for me as a non ACGME internal medicine trained , i will have 3 years of cardiology residency here in my country ( not internal medecine) .. does this qualify me for applying for fellowship?
