In order to be licensed in this country and work as a radiation oncologist here, you will have to complete Rad Onc training in a U.S. program once you get here in addition to passing the three steps of general medical licensure and all three portions of the Rad Onc board certification process as well.

I do not think that is entirely correct. You do NOT need to complete the ENTIRE training in the US again, if you already had such well documented training in a European institution.

If you complete your residency/fellowship in Europe, you can start working in the USA. Normally you need to work for 1-2 years as a resident/fellow and can then have the full license (after boards certification) as a radiation oncology.
The USMLE steps must be completed as well, but this is something most foreigners do during their student/residency years.

Unfortunately the rules in the USA and Europe keep staying so strict, which in my opinion is not reasonable at all.

As I said, you have to do Rad Onc training and pass all the boards. Never said X number of years, just that you have to get some training here as well.
