Can I submit an LOR after my file is complete

I have submitted a lot of secondaries and I was not expecting a LOR because the person went on vacation, however they have returned earlier than expected. Is it possible to add an LOR after completely submitting your secondaries? Will it be considered?
 
1) you can add it
2) this early it will likely be reviewed
Will it be reviewed if I submit it mid August?

Will that be considered late?

Also how stringent are LOR requirements, is it possible to have my file rejected if I don't have the letter requirements from Professors? (I have a good explanation if that helps 🙁 )

Some are stringent. Some allow substitutions per their website (particularly for nontrads). Some you have to petition to allow substitutions or write an explanation for why you can't adhere to the requirements. Some don't allow one to exceed a certain number of LORs. Resad websites carefully, or call/email, before proceeding if a school's policy isn't clear.
