On one of my interviews a resident told me about a rotation they had where a psych resident would go out with two police officers into the community and they would interview homeless people and if he found the homeless person to have significant pathology they would essentially take them into the hospital to be treated. Is that legal? Do we have authority to pink slip people in the street and take them to our inpatient wards? Seems pretty odd..

In my state any person who feels someone is an immediate danger to self/others or unable to care for self due to mental illness can submit paperwork to a judge who likely will order the person in question be immediately transported to hospital to be evaluated. So wouldn’t even need to be a doctor like in your situation.
