I am aware that there are advanced neurology programs out there that don't offer the preliminary PGY1 year..so my question is that since they need that year..is it possible to apply to both preliminary IM and the advanced neurology program within the same match season..get interviews and actually Match in 2 positions? And if so..how would the ranking go in this case? Kinda confused about this issue and would really appreciate some clarification. Thanks.

Yes, all advanced positions pretty much work this way. You get to rank advanced programs and within those ranks can sub-rank prelim programs. But Gen Res isn't really the right board for this -- you should focus on the ERAS and NRMP board, which has answers to this and other similar questions over many years.
