Can you go into PGY-2 Neuro from Prelim. surgery?

Do I HAVE to do a prelim. Medicine year to go into Neuro, or is it OK to do a Prelim. sx year instead?

Medicine only. The surgery year does not meet the ABPN requirements. My program has an upcoming R2 doing her medicine prelim year this year after spending last year as a surgery prelim (she matched into NSurg, but saw the light before it was too late).
