I'm browsing through the AACOMAS website and I can't even find a button to register for a new account.

No I don't think so. I believe it's always the first week of May that you can start filling out your app. Not sure what day specifically though

The application cycle will open up on May 2nd, so if you can't pre-register, you will be able to login and begin filling everything out on that date.
