Chances and application advice

My questions are these:
Should I save my application money and apply broadly (15 or so schools) next cycle?
Should I apply to my in-state school (U of Oklahoma) and maybe a couple others this year, save money, and hope I get in to OU (which would probably be my best chance anyways)?
or
Should I just go ahead and apply broadly this cycle? Oh, and I'm a junior undergrad.

My stats/background:
sGPA: 3.05 (significant upward trend with 3.7 and 3.8 my last two semesters)
cGPA: 3.35
DAT: 22 AA/22 TS/ 23 PAT

ECs:
150 hours shadowing multiple dentists
100+ hours volunteer at extraction clinic
500+ community service
Went on a 2-year LDS mission (yes, I'm Mormon)
Division 1 All-American athlete (soccer, University of Tulsa), multiple all-conference and more awards
Eagle scout
Two semesters research experience with university professor
Almost always held a part-time job during school and full-time in the summers.

Here is what sucks for me...I did super poorly my first three semesters of undergrad. Adjusting to college load/15-20 hours of soccer each week plus work (ya know...all the good excuses) was rough. Either way I've got my stuff straight as far as grades go and I feel like I would kill it in the interviews, but I might not get those cause on paper (GPA) I don't look super strong. Anyways, I gave more info than what might be necessary but I'd like some input on what you guys think. What would you do if you were me?
 
if money is not an issue, apply broadly this cycle.
Otherwise, I would wait till you boost up your GPA and apply after graduating undergrad.
