Changing THREAD names

How do you change the THREAD name with this new format??

I can change the 'subject' name for my own post, but if I started a thread then how do I change the name of it? Is it possible or is it under "administrative" control only?

I tried changing the title of a thread I had started, but I didn't see the option. I guess only the powers that be can do it.
