Charecter count for secondaries

Can anyone tell me if the character count for most secondaries includes spaces like for AMCAS PS or doesn't include spaces?

Yes. Includes.

Some of them specify. One of the secondaries I'm working on says "limit to X words" while another says "limit to X characters (include spaces)"

But when in doubt, just assume spaces are included 😛

put whatever you're writing into a Word document. There you will see the character count (which includes all spaces and punctuations).

Most I've done have included spaces. There was one that didn't... I think it was George Washington.
