If an alpha particle has a +2 charge, why is it that the radioactive substance that releases is does not become negatively charged by (+2), or why is it that that substance does convert 2 protons into neutrons IN ADDITION to 2 protons that the substance loses?

In fact, the remaining substance does develop a surplus of electrons. Either the parent atoms become ions themselves, or they ionize the surrounding materials (or sometimes the electrons are captured in a form of beta decay).
