Is it appropriate to call program coordinators to check application status if you do not receive confirmation that the application is complete, even under the assumption that many programs won't take the time to notify applicants of the receipt of their application in the first place?

I'm going to assume that you are talking about the Residency Match and not a fellowship match.

I would call SF Match a couple of days after mailing your CAS application and seeing if they have all of the appropriate documents.

If it is complete with SF Match, then the programs you applied to should have electronic access to your application.

That said, if SF Match says everything is complete and you haven't heard from ANY programs yet (usually a decent number of programs will send you an email saying that you application was received and is being reviewed), then I guess it wouldn't hurt to call a program from the Interview/Rejections list that have started to go through applications and ask.
