Really depends upon the program. Keep in mind the chief ends up overseeing the majority of the rotations for the Sub-Internships (which can make or break an applicant), usually has a vital role (with the rising chiefs) in participating in the rank order list, may interview applicants... and then depending upon the program, may also be part of the selection committee of if an applicant gets an interview or not. I am not part of the initial first pass of the application, but will be involved with the rest of it. Rising chiefs may play a bigger role at different programs because ultimately they will be the ones that have to work with the applicant.
So to answer your question.. depends upon the program. Word to the wise. Don't piss off a current chief, or a rising chief.... or an administrative assistant.
