No it should be R since the Hydrogen is facing towards you so you have to inverse the configuration from a S to R.
1) Br 2)the 1st chiral carbon above with Cl attached 3) COOH so its going counterclockwise but since the hydrogen is facing towards you, it should be clockwise (R)
The Cl takes a higher priority than the oxygen, whether the carbon has 3 or 1 oxygens it doesn't matter, the Cl on the other carbon only "faces off" against one of the oxygens and Cl wins.
