Hi!

Has anyone filled out Cincinnati's Secondary Online? Is this the actual secondary? What should I do if I want to send more than three letters of recommendations, but the application only asks for three?

Yes, it is the real secondary. I don't think it matters if you send in more than three letters of recommendations, but I think you might need a committee letter if your school has one.
