Why don't you go to your medical library and look at both editions so that you can make up your mind? Most people only purchase one edition of a review book (generally the year that they take Step I). Not much changes in any of these books from year to year with the exceptions that justifies paying more just to have the latest edition. The best way to make up your mind is to look at both yourself in the cheapest manner (check out copies in a bookstore or library).

No need to get the newer edition. As you'll realize after taking step 1, answering a lot of the questions will depend more on your overall wealth of knowledge, something you've been building for the past two years. Any review book you use will only serve to refresh what you already know, hence the questionable utility of a newer edition.
