I'm looking for suggestions/recommendations for clinical psych PhD programs that have a particular emphasis on cultural competency and diversity in clinical training and practice?

This could mean programs that have those elements built in, or simply departments that house experts in these areas. It could also mean universities that have other relevant departments/centers that could be resources in this area (e.g., critical/social psychology programs, anthropology, ethnic studies, Native American studies, etc.)

Schools in the northeast U.S. are a plus!

It is not clinical but UW-Milwaukee has a counseling psychology PhD program where most of the professors research areas have a strong focus on cultural competency and diversity.

In addition to above (counseling programs). You may wish to check out some of the clinical-community PhD psych programs (not all of them, but some that came to mind):

University of Alaska at Anchorage
University of South Carolina
DePaul University

Clinical-Community programs tend to infuse diversity quite well in their training. You should also consider diversity of the city in which the program is located, because you will have more opportunities to pursue work with those populations. It seems like Counseling programs are probably stronger in diversity training when it comes to research, so I would definitely keep those on the table too. Some of the following clinical-community programs come to mind

- Georgia State University (PM me for more info)
- DePaul
- George Washington
- University of South Carolina
