I am finishing up fellowship and joining a private practice group. The group is applying Medicare for me with paper CMS-855I form along with form CMS855R. What can I expect in terms of turn-around-time for approval? They did not use the PECOS system. How can I go about checking status of this application?

It doesn't matter. If I understand the rules correctly (and I may not...but I've heard the same from people I believe), you can retroactively bill Medicare.

When I went through this last year and had to get credentialed by every insurance company and their dog as well as 7 different hospitals, CMS was the first one to get me approved (including the hospital where I did residency and fellowship).
