Do admissions look at the college you go to and judge your GPA,blah. Say two students went to different colleges, one a private university and the other one a public college. Do they care? I heard schools like columbia take only ivy leagues

I believe that the schools do take account your GPA in regards to what school you went to such as if you went to Stanford and got a 3.5 vs. someone who went to school whose rankings weren't as high and got a 3.8 GPA. Also, I know people who are from a public university of the UC system and got into Columbia and Penn. Also, there is an alumni from my school who goes to Harvard. However, the UC system (Berkeley, UCLA, UCSD, UCI, etc) is widely known for their excellence in academics. So, even though it is a public system, schools might take into account that too just a little. Not a whole lot in general, but a little.

I doubt it really matters that much. A greater emphasis is probably placed on CC vs. Univ.

However, should they elect to use the feature, they can apply a school factor to schools they might think are more difficult (where a 4.0 might be harder to achieve). They could apply this factor to the GPA (ex: multiply all Columbia GPAs by 1.05). Or if they rank applicants based on many factors, they can add points to the applicants score based on schools of their choice. But I really doubt many (if any) schools dig into like that. But the option is there.
