I am curious. My kid just completed the second part of Step 2. She is matched with a hospital for residency. She will be practicing medicine and then has to take step 3 before she get a license to practice medicine. So, the question is: residents are allowed to practice without a license? Again, this is purely for my own curiosity as to the methodology.

they practice under an attendings license. the attending signs everything and is ultimately responsible.
