Can you submit secondaries without all the LORs that are needed from the schools and add them at a later date?

I'm sure you'll be able to submit the application, but your file won't be considered complete (and thus won't be reviewed) until your letters are in.
I wouldn't be too worried about waiting for the LOR. I completed most of my secondaries before my LORs were in (~early August) and I don't think it adversely affected my cycle. It's still early enough to not be a problem at the schools with aggressive rolling admissions.

Ditto. One of my research mentors was out of the states and had a hard time getting the letter in before I started secondaries. I still interviewed fairly early in the cycle, and it didn't seem to be a block on my application.
