Confused about "App. Complete Date"

I was looking through the official Interview/Acceptance/Rejection thread, and saw that people marked when their "Application Complete Date" was.

I am a little confused - What exactly is this App. Complete Date?

The date when you finally complete sending supplemental apps/fees to all schools?

or does each school send an e-mail notifying you that your app. is complete?

I have been putting it as the date the specific school contacted me that my application was complete at their school. It just provides reference for others who got contacted around the same day that they could expect an interview.
