Controlled Substance Refill Policy help.

IT Manager here. I am trying to find software to help a family practice with the Controlled Substance Refill Policy. Currently they use a spreadsheet to track information. I was thinking there must be a better way. Here in Massachusetts, we need to track certain things like refill date and urinalysis.

Can anyone point me in the right direction?
