Let's say two people were to submit their applications to ERAS individually and complete all of their interviews independently, would they still be able to enroll for couples match in January or February? Would departments from their respective specialties be able to communicate with one another when ranking these applicants? Thanks for the help!

Yes. ERAS and interviews are all done independently. The only thing that couples must submit together is their rank list done through the NRMP.

Yup. This ^ Check out the NRMP website for more info.

Great! But this could mean potentially interviewing at a program or a region that your partner does not get an interview at, correct? Essentially could go on some interviews that won't be high on your list... assuming they make the list at all.
