CPA/APA recognized - PhD without a Masters degree?

I'm Canadian but would like to study abroad for graduate school, with the intention of returning to practice at home. I am ultimately interested in practicing clinical neuropsychology or developmental, and was told I could apply to a PhD program in Italy, without a Masters degree.
While this sounds fantastic as it saves time, I doubt that the CPA/APA would assess it as equivalent, and I would probably have to make up for missing requirements. Is it safer to do the Masters first?
Does anyone how European qualifications are viewed in North America?

Most programs state-side reward an en-route MA/MS, though it isn't required for being granted a Ph.D. or to be licensed. From my understanding, Ph.Ds abroad are often structured differently than we do it here, and tend to be mostly/soley focused on research, so you wouldn't receive the requisite clinical training. If you were going to be strictly academic, it may matter less, but wanting to practice requires clinical training, which most likely will not be available as part of a Ph.D. abroad.
