What would happen if you sit in to take your cpje and decide not to submit it. Would that still count as an attempt?

Just take it. There is no point in delaying. You can never study enough, you will never feel ready. You're wasting time and money opportunity (not to mention the narrowing job market - esp if you live in California). The best thing you can do is to take the exam.
