The CTE date for my school has a CTE date of June 17, but they didn’t specify what time. Do I assume that it is any time before 11:59 pm or should I CTE by 5 pm that day?

What is holding you back from committing earlier?
If you are still holding some WL spots, you should at least mark your present school as PTE
Mark it before 5PM to avert tragedy

You can communicate with the school to ask for specifics.
If they are over-subscribed, they might be hoping to reduce class size on CTE day! It's best to be cautious.
