Cube Counting question

As far as I understand,

1) every cube should be connected together, (all cubes should be adjacent, which means that if there is any block of view, there must be a block that connect the two chunks of cubes that we can see).

2) we should assume that the number of block is as little as possible (within the parts where we can't see, there isn't any unnecessary cubes)

Are these correct rules about the cube counting?
I am confused because while I was solving CDP third test, there was an illusion problem, and the answer showed that there is a block on the second level(?), whose view is blocked by the front cubes, which it's really necessary. And I thought, on the area we can't see, we should assume there is no cube unless it is necessary for supporting the cube above, or for connecting two groups of cubes.

Well, I am sorry it's hard to describe in words, but I hope someone has understood what I am trying to ask..
