Unless you have lived and breathed another culture, there is no such thing as "cultural competence". There is, however, "cultural sensitivity" and plenty of programs incorporate it into their curricula (although I don't think as much as they should be doing so). What makes you culturally sensitive? Have you gone through specific trainings or taken certain courses that would help you become culturally sensitive? Have you immersed yourself in another culture somehow? Have you worked with certain minority or underserved groups for a great length of time that would make you truly able to understand and be sensitive to their issues? I think the phrase "cultural competence" is a crock and many agree with me...
