Cutoff Step scores

I previously read that many programs have a certain cutoff point for either step 1 or 2 that they use to decide who to offer interviews. My question is, if you've taken both Step 1 and step 2, which do they use? Will they take the higher one, or will they average them? If anyone has an idea of particular programs cutoffs, throw'em out there.

Also, generally speaking, are 4 year anesthesia programs harder or easier to get into than 3 yr anesthesi + 1 yr prelim/TY???
