What's the consensus here, does it occur during mitosis or not? I've heard both that it's separate from mitosis and a part of telophase. Which is correct?

It's considered a separate process than mitosis, but begins at the same time as telophase.

It's a separate process but overlaps telophase

sometimes starts near the end of anaphase, too
