I thought the pH was 12. How am I supposed to know if it is an extremely dilute solution?

10^-12 means that the concentration of H+ ions is pretty dilute :
0.000000000001 moles of H+ per liter, to be exact. As for what range something is considered dilute /not dilute, I think if the test makers were to ask something like that they'd make it something obvious like 10^-12

water already has pH of 7, so adding an acid solution of pH 12 will not affect it that much since water is a lot more acidic already, by 100,000 fold.
