DAT Destroyer OChem Help # 43 and # 48

Hey,
I am confused about few questions on DAT destroyer
#43 It is to name a bicyclic compound. I get the part where you number bridgehead carbon #1 but I am confused about the part in parenthesis.
Answer is 6 Fluorobicyclo [3.2.1] octane
Can someone please help me how did they get [3.2.1]

#48 Monochlorination of 2 methylbutane How many products are expected if stereoisomers were counted?
In Solutions ( see file attached), it says I is chiral? I don't see the chiral center.

#43: the [3,2,1] is from the # of carbon in the longest, 2nd longest path, shortest path all excluding the bridgehead carbon.
#48: I believe It is chiral because the chiral center consists of the methyl group, ethyl group, the cl, and then the hydrogen not drawn in.

I know that's true for III but for I Cl is added to side carbon and that carbon has one cl, 2 hydrogen and one butyl group.
