DAT Practice Questions Help Thread?

Hey, I have question about a practice problem that I am doing. I have no clue how to solve it. In CHAD'S videos he doesn't consider rate. The correct answer choice is C but I do not know how they got it. Any help would be great. Thanks (I may be posting additional questions as I prepare for my DAT in July)

Oxymercuration-demercuration adds a hydroxyl group to the more substituted side and adds a hydrogen to the C that already had more hydrogens (i.e. the terminal carbon) the rate and equation it gives you seems irrelevant to me.. maybe just trying to trick you?

This reaction definitely is in chads Alkene rxns video. So maybe re-watch that!
 
the reaction rate shows that it is an SN2 reaction thus eliminating choices that could are tertiary, and by definition SN2 reactions prefer primary positions so the answer is C
