If you look at a pka table, you will see that h2o ranks in the middle (Pka16?) Which is how you derive the correct order
Will they give you a pKa table? So you would have to know that the ketone has a pka around like 20 and ester a bit more b/c it is more basic?

Oh of course water's pka is 1*10^-14 lol forgot about that. So you will have to know the other pka's are a bit higher than that I guess like 20-25
