Do you guys think this is big enough improvement as a re-applicant? I'm freaking out by seeing so many people getting 23+ AA..... My GPA is about 3.3.

It's a great improvement, you should be excited! What schools are you applying to?

I am excited that I did better, but not sure if it's still competitive enough.

I'm applying to west and east coast schools, total of 14!

those are great scores. youve applied to a good amount of schools. as long as you have a great PS, I wouldnt worry.
