Decisions required by 4/30?

Since 4/30 is the last day to hold multiple acceptances, are schools required to make their decisions prior to this date? Or could schools still offer acceptances after 4/30?
 
Acceptances after that will come off of the waitlist
 
I've seen schools accept applicants late in the season without "waitlisting" them first.

I was speaking broadly. Not all schools are the same, but the majority of post 4/30 acceptances are those off of wait lists/alternate lists
 
Most acceptances after 4/30 will come off the wait list, but schools can still accept applicants without wait listing them first after, especially the schools that interview into mid-April. I think that schools had a deadline that by mid-march they had to have given out an adequate number of acceptances to at least fill the class. They can do whatever they want beyond that.

I think you have it right. @gyngyn shed some light on this in the Waitlist Support Group thread the other day. (Explaining what schools see and when they have to act is a full-time job for gyngyn this time of year.)

Having no decision by 4/30 is not quite the same as a waitlist, but it is close. The telling thing is that if a school were to actually waitlist an applicant in April instead of being silent, they would then be allowed to see the applicant's other acceptances. So there is an incentive for them to act if they can. If they are still silent, it seems likely that they just haven't made a decision.
