If i Rx patient with syphilis, will that have any effect on incedence to decrease? bc if if i treat it, it will decrease the chance of others getting it, so therefore new cases will be reduced? i know for non-transmissible conditions, treating a pt with a non-transmissible condition has no effect on incedence.

I don't think they would ask that without qualifying it a little bit. Like I think to touch on that concept they would maybe use something like a primary prevention (vaccination for example, or prevention of smoking, or whatever) for decreasing incidence. Tx could indeed decrease incidence by decreasing spread but I think they would throw in something hinting at that or not have incidence and prevalence as answers (as the main effect would be to decrease the prevalence of you can tx something for cure)
