Is early July still considered "applying early"?

I requested my transcripts be sent to AACOMAS in early May, but they got lost and the second set is now expected by June 22.

1. Is it advisable to just submit now instead of waiting for transcripts?

2. Is early July verification still "early," or will this have a significant impact on my chances?
 
Early July is fine, as the date of apps are said to be being pushed back (although that seemingly varies depending on which rep you talk to) due to some glitches in they new system- AACOMAS is saying late June they will be sent out

Can you submit without your transcripts? They need them to be verified.

You can submit without transcripts, but they won't do anything until transcripts are received. Not sure about this delay of apps being pushed back, because all the reps I am talking to is saying June 15th. If it was delayed, don't you think they would have made an announcement well in time before the actual date?

Btw, I talked to AACOMAS this past Friday about it.

OP, I would submit once your transcripts are noted as received on AACOMAS. It gives you more time on polishing your application up.
