Depends what you’re looking for in your career I think. Are you looking to stay in NYC? If you notice, Downstate matches heavily into NYC; whether that’s student preference or just limited reach outside the region I can’t say.

Also, do you want to do PC and have a mission that aligns w health equity? I’m pretty sure Loyola is one of those schools that is community focused which tends to lend itself to PC driven individuals. Could be they attract students who are interested in PC or that they simply don’t have the resources to match well into competitive specialties… if there’s abundant research and home programs, though, the latter likely isn’t the case. You’d have to look into that if you’re consider competitive specialties.

Think they’re pretty much neck and neck here… if you want to match in NYC, however, it’s a no brainer.
 
I know Downstate has a good match list, but I looked at Stritch's just now and I thought it looked good. I think based on what you have said, you should pick which place you think you would be happier at and consider if you would like living in NYC, as many Downstate students stay in that area.
 
I wouldn’t go by SOAP. There will always be delusional applicants who apply to ortho, neurosurgery, plastics etc. without the requisite stats and experiences.

To me, I would go with whichever will be cheaper. Keep in mind, you will get much more bang for your buck in Chicago vs NYC. Not sure if that’s important but it’s something to consider
