Welcome to the forums.
That said, I need a breakdown of your non-clinical activities. What did you do for 500 hours, because I would separate the tutoring (academic competency, not service orientation).
Also, I hope you attended the AAMC Virtual Fair last week.
Are you applying to any major scholarships like NHSC or HPSP (assuming their funding is not interrupted or suspended)? Both organizations will provide ample opportunity for you to leverage your experience with harm reduction, should that be in your purpose as a physician.
The challenge you will have is mission fit, especially with Texas schools. I am a little concerned you don't have more clinical experience, and the WAMC description won't give us the detail you'll have in your TMDSAS/AMCAS application. I also don't have any sense of your personal characteristics that would make you a desirable applicant; that's important given their three personal essays. You can look great with your metrics, but if you aren't someone who can channel your personal strengths and life experiences into a coherent profile, adcoms could be less active with your file than expected.
Be picky and find schools that can help you fulfill your dream as a physician. Make the schools recruit you.
As it stands, I need more justification why you want to go to a completely different region than you are accustomed to. Mayo MN or AZ? UCSF? USF?
I would add Brown as they have a rep for liking other Ivy grads. I'd consider Dartmouth too.
