My vote is the cheaper option. Both schools are similar in rank and you will likely have to work just as hard at either for ent. Ent is so competitive to the point where you are happy you matched period regardless of location

Definitely go with Toledo. Your analysis of the match locations is spot on. With region and program-specific signaling, matching to a particular region (or not lol) is no longer an issue. Take the money on this one.
